A Massachusetts man is facing federal charges for taking part in a scheme to fraudulently obtain a commercial learner’s permit (CLP) using a Bluetooth earpiece.
On October 15, 2026, the U.S. Attorney’s Office for the District of Massachusetts announced that Rudy Nolasco, 42, has been charged with fraudulently producing an identification document.
Officials say that in November 2021, Nolasco conspired with Frank Castro to sneak a Bluetooth earpiece into his Massachusetts CLP exam for the purposes of cheating on the test.
Nolasco had previously taken the CLP exam and failed, according to court documents.
“During a meeting with an undercover agent wearing a recording device, Nolasco allegedly explained the scheme, including how to pay his co-conspirator and how the agent could cheat the commercial permit exam using a Bluetooth device,” officials said.
The undercover agent paid Castro $3,000 then went to the DMV in Danvers to take the CLP exam. Castro provided real-time answers to the agent through the Bluetooth device, resulting in the agent passing the test and receiving a CLP.
Castro has been convicted in connection with this scheme and was sentenced to time served of 23 months in prison.
If convicted, Nolasco could face up to 15 years in prison, three years of supervised release and a fine of up to $250,000.
Nolasco made an initial appearance in federal court in Boston on October 13, 2026 and was released by the court on conditions.
